| The purpose of the Citizens Advisory Committee (CAC) is to provide another opportunity for community interests to be involved in the US Route 30 (Section S01) Corridor Study. The CAC will serve as an advisory group to the Project Team. CAC meetings will provide a discussion forum in which the Project Team will share information and request feedback based on a community perspective. Through these discussions the CAC will also bring forward important local needs and interests during project development. PENNDOT will consider and evaluate any CAC recommendation as it makes project decisions. All recommendations will be part of the public record. Click here for a current list of CAC members.
The first CAC meeting provided an introduction to the study process and discussed how the committee members could contribute to the study. The project team delivered a brief presentation describing the history of the project, upcoming activities, and the anticipated study schedule. The second CAC meeting provided the opportunity for a project update and an overview of the PENNDOT Transportation Development Process. The centerpiece of the meeting was a presentation summarizing the Project Needs Analysis, which was prepared to better understand the type and scale of improvements needed to address current and future transportation problems. The results of this analysis, along with an understanding of the areas sensitive resources will guide the upcoming development of preliminary alternatives. The group discussed this analysis and reviewed plans for the February 20, 2002 public meeting, which will also display a summary of the Project Needs Analysis for review and comment by the community The third CAC meeting provided the opportunity for an overview of the Project Needs Analysis. The Preliminary Alternatives include:
In addition, the CAC members were informed that Preliminary Alternatives were prepared with sensitivity to the natural and built environment; important features and sensitive resources were avoided whenever possible. The group was also provided a range of preliminary impacts. The fourth CAC meeting provided the opportunity to discuss the project updates and the upcoming March 26, 2003 Public Meeting. Two meetings, initiated by a CAC member, were held with the farming community to explain the alternatives, evaluate how they would affect their individual properties, and obtain their feedback. Discussion and feedback of these meetings was provided. A presentation of the summary of impacts was given by the project team, which included preliminary impacts of the alternatives, comparison of those impacts, traffic study information, and typical construction costs. The CAC also discussed the displays for the March 26, 2003 Public Meeting. CAC members agreed to volunteer at the public meeting.
