If a relocation of US 30 is constructed, what would happen to the old Lincoln Highway?
The road would remain in use as a local roadway. The relocated US 30 would carry the bulk of traffic including heavy trucks - moving through the corridor. Traffic on the old Lincoln Highway would be dramatically reduced. Today, on average, 21,800 to 26,200 vehicles travel US 30 daily within the study area. In the year 2030, with a new expressway, the old route would be expected to carry 8,000-14,000 vehicles per day, a 45-65% reduction in traffic volume. Due to these lower traffic volumes, more bicycles and horse-and-buggies can be expected to use the roadway.
What would happen to the local roads if a new expressway were to be built? Would they be closed?
Often, when a new highway is constructed in a rural area there are numerous changes that would occur to the local roadway network. Some roads would pass over or under the new highway facility, some roads would be dead-ended, and others would be realigned or relocated to minimize the number of crossings needed of the new highway. However, in eastern Lancaster County the local roads are heavily used by non-motorized vehicles and pedestrians. So we will retain as many as these crossings as possible. Where a modification of an existing roadway is needed, we will consider how this could affect travel patterns for non-motorized vehicles.
How would I cross a five-lane roadway in a horse-and-buggy?
If the Five-Lane Widening Alternative is selected for construction it would mean that the roadway would be widened from its current average width of 45-50 feet to a typical width of 80 feet. To provide for safe travel movements, including crossing US 30, more intersections with side roads would likely need to be signalized. Many of these signals would be vehicle-actuated, like the one at US 30 and Belmont Road. With an actuated signal, a detector can change a traffic signal phase (from red to green for instance) when it senses the presence of a vehicle. This would allow US 30 traffic to flow continuously when there is no traffic on side roads, but then stop traffic to allow a vehicle on the side road to enter or cross US 30.
